After the Soviet Union collapse, bloody conflicts were triggered by Russia in post-Soviet countries such as Ukraine, Azerbaijan, Georgia, Moldova in order not to lose its control over these regions. One of these is the conflict between Azerbaijan and Armenia, a bloody conflict that caused the death of a great number of people, big opportunities have currently aroused for solving this conflict peacefully in perpetuity.
After the 44-day war in 2020 the negotiations held in the direction of signing the peace treaty on the Azerbaijan’s proposals have already been completed and mutual agreement was reached over the procedures that hadn’t been obtained so far.
We declare that it’s mandatory and essential to reach peace, stability and economical development in the region, to avail the historical opportunity emerged for putting an end the hostile between the neigbouring peoples. In this respect it’s essential to eliminate the very important reason that hinders the process from being completed.
One of the main terms of signing the peace treaty is unreservedly that the sides acknowledge each other’s territorial integrity and renounce territorial claim against each other. Both the countries have made relevant declarations on this point and announced that they are ready to sign the peace treaty.
Yet the constitution of the Armenian Republic adopted in 1991 in its preamble part has the provision containing territorial claims against Azerbaijan. As the Constitution excels any other signed legal document, that term hinders signing of the peace treaty. While one of the state’s Constitution has territorial claims against the other state, the peace treaty to be signed between them becomes an ordinary document having no legal weight, thus, to reach the real peace between the countries is impossible. In this respect, it’s important for Armenia to remove that clause from the Constitution via the referendum. The Prime Minister of Armenia repeatedly declared that provision should be removed from the Constitution, yet unfortunately, no steps have been made for holding a referendum.
